
Free Solar and Battery Systems for California’s Underserved Communities: A $280 Million SGIP Initiative by Haven Energy
In a groundbreaking move to expand access to clean, reliable energy, Haven Energy, a climate tech innovator, has launched a first-of-its-kind program offering free solar panels and home battery systems to qualifying low-to-moderate-income (LMI) homeowners in California. Backed by the state’s $280 million Self-Generation Incentive Program Residential Solar & Storage Equity (SGIP RSSE), this initiative removes financial barriers to renewable energy adoption while addressing critical challenges such as grid stability, energy affordability, and climate resilience.
Empowering Underserved Communities with Renewable Energy
For many families in underserved communities, the upfront costs of installing solar and battery systems—averaging over $20,000 in 2025—have been an insurmountable barrier. Haven Energy is changing that narrative by covering all costs associated with equipment, installation, and maintenance. Through its innovative financial model, Haven retains ownership of the systems and leverages state rebates, tax credits, and demand response revenues. In return, homeowners enjoy significant benefits, including:
- Lower monthly utility bills: Savings of up to 90% on electricity costs.
- Backup power during outages: Reliable energy during Public Safety Power Shut-offs (PSPS) or other disruptions.
- Energy independence: The ability to store solar energy and use it during peak rate periods.

How the Program Works
The process is simple and designed to maximize accessibility. Qualifying homeowners receive a fully installed solar and battery system at no cost. Once operational, these systems allow homeowners to store excess solar energy in batteries, which can be used to offset high electricity rates during peak hours or provide backup power during emergencies.
Additionally, participants are automatically enrolled in a 10-year demand response (DR) program. This enables utility companies and the state to aggregate distributed energy resources (DERs) from participating homes into a virtual power plant (VPP). By deploying stored energy during periods of high demand, the VPP helps stabilize the grid, reduces reliance on fossil fuels, and lowers energy prices for everyone.
Through this initiative, Haven aims to build 10 MW of capacity, creating one of California’s largest virtual power plants to date.
A Strategic Approach to Grid Optimization
Integrated solar and battery systems are more than just tools for energy savings—they are key to transforming how California manages its energy grid. According to Jeff Chapin, co-founder and Chief Product Officer of Haven Energy, “Rather than sending surplus electricity to the grid automatically, we strategically time battery charging and discharging to align with renewable production and peak demand. By aggregating hundreds of individual systems into a unified VPP, Haven is helping California achieve its ambitious climate goals while ensuring a more resilient and sustainable energy future.

To maximize the reach and impact of the SGIP RSSE funding, Haven is collaborating with leading climate and energy organizations, including The Energy Coalition (TEC) and the Clean Power Alliance (CPA). These partnerships play a vital role in identifying eligible households, streamlining installations, and scaling access to free solar and battery systems for those who need them most.
With the current SGIP RSSE funding, Haven estimates it can support installations for 8,000–10,000 qualifying California households. However, since the program operates on a first-come, first-served basis, interested homeowners are encouraged to confirm their eligibility as soon as possible. Eligibility criteria include meeting specific income limits and residing in designated LMI areas.
