France is the partner country of Quantum Effects 2025

Leading exhibition for application-oriented quantum technologies in Stuttgart reinforces its role as a driving force for Europe

Quantum Effects, the world’s leading annual exhibition for application-oriented quantum technologies, will bring together the most important players from industry, science and politics in Stuttgart on 7 and 8 October 2025 – and will be welcoming France as a partner country and key driving force behind both quantum research and its industrial implementation in Europe.

France’s quantum strategy: Ambitious and interconnected

“We are delighted that France will be the partner country for Quantum Effects 2025. This event provides an excellent opportunity to showcase the strength of our quantum ecosystem and to intensify and further strengthen our collaboration with Germany. Quantum technologies are among the joint priorities that were explicitly affirmed at the Franco-German Council of Ministers on 29 August 2025,” says François Delattre, French Ambassador to Germany. Mr. Delattre continues: “France is one of the most active countries in this area. With excellent research institutes, strong industry and a dynamic start-up ecosystem, we are an important driving force for the European quantum sector. Together with Germany, we want to strengthen Europe’s technological sovereignty.”

New momentum thanks to national investments

With the national quantum strategy (“La Stratégie Nationale Quantique”) adopted in 2021, France has made a clear commitment to Europe’s technological sovereignty and innovation leadership. The strategy provides for an investment total of 1.8 billion euros over five years, more than one billion of which will be financed directly by the state, complemented by further investment from the industrial sector. The aim is to build a complete ecosystem for quantum technologies that encompasses research, training, industrial implementation and international cooperation.

The strategy includes plans to train at least 5,000 specialists at various levels. To achieve this goal, 60 million euros have been invested in training, further education, public relations measures and on building awareness. In addition, a national consortium of 21 universities has been established to play a central role in training and supporting new talent. At the same time, the technical infrastructure and framework conditions are being developed to improve technology transfer and increase France’s international attractiveness in the field of quantum technologies.

The PEPR “Quantum National Research Program” (PEPR Technologies Quantiques), launched in 2022, is a six-year science-based programme with a budget of 150 million euros that aims to structure research on the topic and support the development of prototypes and applications. Scientific excellence in this area is being supported by three pilot institutions of the PEPR: the CNRS, the CEA and the INRIA.

The ProQCIMA national research and development plan has also been put in place with the aim of developing at least two prototypes of universal quantum computers with 128 logical qubits by 2032. France also boasts a dynamic start-up ecosystem. Furthermore, major industrial players such as Air Liquide, Orange, ATOS/Eviden, EDF and Thales are also getting involved in quantum technology and contributing to innovative projects.

Numerous cross-border collaborations, including trilateral calls for tender between France, Germany and the Netherlands, underline the attractiveness and international connections of the French ecosystem. France is also heavily involved in several joint European projects in which Germany and France are key players. These initiatives illustrate France’s central role in the European quantum strategy and its commitment to strengthening Europe’s technological sovereignty.

France at Quantum Effects 2025: A heavy hitter

As partner country, France will be strongly represented at Quantum Effects 2025. Forming the centrepiece of the programme, the French joint stand will bring together a selection of leading start-ups, research institutes and industry partners – including QUANDELA, Crystal Quantum Computing, QbitSoft, C12 Quantum Electronics, Grand Equipement National de Calcul Intensif (GENCI) and Quobly. French experts will also present their applications, solutions and visions in panel discussions, lectures and matchmaking formats.

“The partnership with France highlights Quantum Effects’ aspiration to be the central platform for European exchange in the quantum sector,” emphasises Guido von Vacano, Executive Vice President at Messe Stuttgart. “France is not only contributing cutting-edge technology, but also a clear vision for collaboration within Europe.”

Cross-border synergies for Europe’s quantum future

The collaboration with partner country France fits seamlessly into Quantum Effects’ goal of making European synergies both visible and usable – especially in interaction with Germany’s strong regions of quantum activity. Prof. Joachim Ankerhold, academic spokesperson for QuantumBW, emphasises: “France and Baden-Württemberg complement each other perfectly with their expertise in the field of quantum technology. This has long been the case with our scientific collaboration – and is now also being reflected in the commercial implementation of the technologies. In the area of quantum computing, for example, France contributes its leading hardware companies, while specialists for algorithms, software and enabling technologies come from Baden-Württemberg. Quantum Effects offers the perfect framework for strengthening partnerships and developing specific industrial applications within new alliances.”

In quantum computing in particular, we are starting to see promising link-ups between leading hardware providers from France and strong quantum software developers and user technology specialists from Baden-Württemberg.

Strengthening Europe together

Quantum physics is a joint European project – and this is a belief that unites France, Germany and many other European countries. “Europe can only survive in the competitive global environment through cross-border cooperation,” says Dr Thomas Strohm, President of the European Quantum Industry Consortium e.V. (QuIC). “Quantum Effects is an ideal place for this ambition: It brings the right players together – at the right time.”
